History

A Women Development Cell was established in the Planning & Development Department, Government of Sindh in 1979. The objective of this cell was to address women's issues through  an institutionalized system in planning and development of Sindh.

In 1995 a separate Women Development Department was formed with a broader scope than the previously established cell within the P&DD. However in 1998 the Department was merged with the Social Welfare Department at the secretariat level. In 2001 the Directorate of Women Development was abolished and a Women Development Wing was established under Directorate of Social Welfare. It was later put under the control of Population Welfare Department.

In 2003 a separate Women Development Department was re-established with a strong mandate focussed towards women's empowerment and gender equality


Structure and Functions
The Women Development Department, Government of Sindh comprises a Secretariat/Administrative department and a Directorate headed by a Secretary and a Director, respectively.

The Secretariat is the sole government agency which plays the vital role of catalyst, lobbyist and advocate for  gender mainstreaming in the Province. The Secretariat is involved in the following activities:

  • Formulation of public policies and laws to meet special needs of  women.
  • Protection and promotion of women’s rights, gender equity and equality in public sector in particular and society in general.
  • Development of  projects that provide socio-economic uplift  of  women.
  • Promotion of cottage industry with special reference to participation of  women thereby focusing on women's economic empowerment.
  • Establishment of  training centers for  women on the basis of self help community development.
  • Establishment of advisory legal centers to provide legal aid to women and to review laws considered to be discriminatory and to formulate recommendations in respect thereof.
  • Maintenance of a database of all women parliamentarians, councilors and members of civil society organizations working on gender.
  • Research on violence and trafficking of women with respect to assisting and ameliorating their conditions.
  • Development of a strong data base on professional women with an aim to facilitate their employment
  • Creation of strong linkages with provincial line departments for gender mainstreaming,  and supporting donor agencies, civil society organizations and initiatives working towards women's empowerment.
The Directorate of Women Development is a field office of the Department and is headed by a Director. The main function of the Directorate is to implement policy, programs and projects of the Department in all districts of Sindh . Events & Updates
  • The Department of Women Development has organized a walk on 07.03.2011 at Mazar-e-Quaid. The Minister Women Development Ms. Tauqeer Fatima Bhutto and Secretary Women Development Mr. Liaqat Randhava led the walk and laid wreath on the Mazar of Quaid-e-Azam and Mohtarma Fatima Jinnah. The prominent NGOs and members of Civil Society attedned the walk and reaffirm their commitment toward women Empowerment.
  • International Women Labor Day symposia held on 3rd May 2008 at Sukkur.
  • Violence against Women Seminar held on 14th May 2008 at Larkana.
  • Celebration of Birth Day of Mohtarma Fatima Jinnah held on 31st July, 2008.
  • Celebration of Independence Day on 14th August, 2008 with Women & Juvenile Prisoners at Women Jails in Karachi & Hyderabad.
  • Exhibition of products of Women Entrepreneurs at EXPO in Womenza from 29th to 31st August, 2008.
  • International exhibition on Women Leadership, & Entrepreneurship with Triple –E and WDD, supported by Karachi Chamber of Commerce in 2008.
  • Shaheed Muhtarama Benazir Bhutto Award was given to Ms Faryal Talpur MNA, Larkana in recognition of female achievement.
  • Presided over one day consultation on “Self Employed Women and their Experiences and Observations” on 7th March 2009.
  • Presided over Seminar for Labor Day on March 29th in Karachi.
  • Attended SAARC International Women’s Day, opening ceremony event on March 8th 2009.
  • Selection of Benazir Bhutto Shaheed Youth Program (BBSYD) trainees is underway.
  • Women department representatives to attend a UNIFEM conference in Nepal attended by Minister WDD
  • Packard Foundation conference on standardization of age of marriage and violence against women attended
  • UNIFEM conference on Home Based Workers attended
  • Key note speaker for APWA Annual conference was Secretary WDD.
  • Attended Asian Development Bank, Training of Trainers to mainstream gender in to curriculums of public institutions.
  • Launching of the Provincial CEDAW/ GRAP Committee held on 19th November 2009 in Karachi
