NATIONAL POLICY OF
DEVELOPMENT & EMPOWERMENT OF
WOMEN
The National Policy of
Development & Empowerment of
Women is the major policy
guideline for Development and
Empowerment of Women. The Women
Development Department embraces
these guidelines in all the
policies, programmes and
projects.
KEY
POLICY MEASURES FOR SOCIAL AND
ECONOMIC EMPOWERMENT OF WOMEN

Ensuring that
government agencies adopt a
gender sensitive approach
for development in
preparing needs, based on
participatory and implementable
programmes and projects into
all sectors of development
and to include the
private sector as well.

Developing
multi-sartorial and inter
disciplinary approaches for
women’s development with
horizontal and vertical
linkages at every level.

Mainstreaming
gender issues through
integration into all sectors
of national development.

Eliminating
all negative social
practices.
THE MAJOR AREAS
REQUIRING AFFIRMATIVE ACTIONS
-
The objective
of the project is to promote
cottage industry skills in
the rural and urban
women as a base for
developing of cottage
industry. Training is
imparted on various skills
of manufacturing articles in
cottage industry.
-
The project
aims at promoting women
entrepreneurship on one hand
and creating
employment opportunities for
skilled women on the other.
-
Training for
over 1200 women from all over Sindh has so far been
provided.
-
The project
was commissioned for
efficient and effective use
of print and electronic
media brining to lime light
women issues, bridging
the communication gap
between various sectors of
society and government
and
initiating
interactive dialogue
regarding women issues and
their resolution through
coordinated efforts. This
cell facilitates media to play its role in women
empowerment.
WOMEN COMPLAINT
CELL
-
Growing
violence against women is
a major area of concern for
the women development
agencies. In most of the
cases victims are
deprived of their legal
rights and protections
available in the law due
to ignorance of legal
procedures and
apprehensions. This project aims to
provide legal
and
medical aid plus counseling
to women victims of
violence. Initially four
complaint cells are being
established at Karachi, Sukkur,
Larkana and Hyderabad for
the appropriate and timely
disposal of complaints
and speedy access to justice
by victims.
-
The cells
will be equipped with legal
advisors, sociologists and
supporting staff. The
cells will operate under the
supervision of a Lady
Provincial Consultant,
who has the relevant
experience of judicial
procedures in the cases
of violence against women.
-
To address
the major issues of
“Awareness” in the combat of
violence against women,
awareness raising
seminars/workshops were
conducted in Karachi,
Sanghar, Tando Allahyar and
Thatta districts which were
largely
attended by the members of
civil society, personnel of
the law enforcement
agencies and heads of
district governments.
-
The Baby
Child Care Training Centres
are a growing business in
large cities but there
are very few institutions to
provide training to women
on child care.
-
The center is
providing a career building
opportunity to women
by imparting
relevant training in a professional
manner. Highly qualified personnel
have been hired for this
purpose.
-
Training is
provided in batches of
15 candidates along with
free boarding, lodging
and stipend.
Training of five batches
has been successfully
completed and training of
other batches is under
way.
-
Most working women face the
problem of baby child
care during their working hours
away from home. This project provides care
for infants of working
women thereby
facilitating them to
continue their employment
with peace of mind.
-
Our Day Care centre is
situated in the heart of
Karachi easily accessible
from all parts of the city.
We are providing services on
cost to cost basis for children from the ages of 02 months to
03 years. The center has a
capacity of 30 children
with modern and hygienic
facilities under the
supervision of trained
staff.
SALES & DISPLAY RESOURCE CENTRE
-
Cottage industries in Sindh
are located in the rural and remote
areas of
the province with no market
access Rural women engaged
in traditional cottage
industries have difficulties
in marketing and selling
their products. Due to
their poor sales and marketing skills, they are
usually compelled to
dispose off their articles
at cheaper rates to the middlemen.
-
This project
seeks to provide sales
and marketing facilities
locally and
internationally for the
products being produced by
the women artisans ,
through providing
direct access to the market.
Our well
furnished and equipped
display center is
ideally located
in PECHS, Karachi, where
articles produced by
women are displayed free of
cost for local and
international sale.
Comprehensive data base of
women artisans of Sindh is
maintained.

This project
has close liaison with the
Expo Centre, Karachi and
other sales outlets to provide free of
cost stalls. The project
also has a fund
component for providing
advances to skilled/needy
women for procurement of
materials to be used in the
production of articles.
District Resource Committees
have been formed at district levels to coordinate with
producing women. The center
also provides logistic
support to the women
bringing their products to
the center for display
and sale.

A large
number of rural and urban
women are utilizing
this facility.
GENDER REFORMS ACTION PLAN
(GRAP)
-
The Sindh
GRAP was formulated with the
Technical Assistance of
Development Bank in
2003.
-
Sindh
Cabinet approved the GRAP (Sindh)
on 14.08.2004 and the project
was commissioned on
12.10.2005.
-
The
implementing agency of GRAP
in Sindh is Women
Development Department.
-
The basic
objectives of GRAP are :-

BENAZIR BHUTTO SHAHEED WOMEN CENTRES
It is a Federal
Government project being managed
and operated by Women
Development Department,
Government of Sindh. The
project commenced operation in
August, 2004.
The basic
objective of the project is to
provide relief to the needy,
distressed and destitute women
in the shape of legal, medical
and counseling support.
Apart from
providing relief to needy women,
the centre also organizes and
participates in several
awareness raising programmes and
continued liaison with other
line departments i.e. Health,
Central Jail (Women Cell), NGOs,
Financial Institutions (for
providing credit to needy
women).
The centre is
also establishing a universal
Help Line Service.
DISTRICT RESOURCE
CENTRES.
The Centres aim
to provide service to women
councilors, initially at Karachi
and Sukkur. Ministry of Women
Development provides an amount
of RS 1.2 Million to district
governments.
Achievements
Centre at Karachi
is functional at Municipal
Corporation Building Karachi
and Building for Resource
centre at Sukkur has been
constructed and will be
functional soon .
WOMEN &
JUVENILE PRISONERS COMMITTEE
REVOLVING FUND TO
SUPPORT THE NEEDY FEMALE
PRISONERS
In pursuance of the
instructions of the Honourable
Supreme Court of Pakistan the
Government of Sindh has been
pleased to constitute a
Committee to decide the cases of
female/juvenile prisoner(s) to
avail the facility of Revolving
Fund established in the Women
Development Department,
Government of Sindh.
SGA&CD notified a
Committee of Secretary Women
Development Department as
Chairperson & CPLC, Additional
Secretaries Home, Law and Social
Welfare, Finance, A.G. Sindh,
I.G. Prisons and the
representatives of leading NGOs
as Members.

DONOR PROJECTS
UNDP’s
Gender Support Programme (GSP):
UNDP’s Gender
Support Programme (GSP)
was ratified in July 2003 with
the Economic Affairs Division (EAD)
of Government of Pakistan. It is
a five-year programme with a
total budget of US$17 million,
comprising of a US$ 2 million
contribution by the Royal
Norwegian Government and US$ 1.8
million from the UNDP funds. The
GSP aims to provide coordinated
policy, technical assistance and
managerial support to the
Government of Pakistan (GOP) in
the areas of women’s political
participation, economic
empowerment, institutional
strengthening and enabling
social environment.
The GSP approach
lies in the horizontal linkages
that have been established
between its versatile
intervention on governance,
poverty reduction, gender
equality and their influences on
policy dialogue and debate.
The Gender
Support Programme is addressing
the National Plan of Action
areas of concern on “Women
and Poverty, Violence Against
Women, Women and Economy, Women
in Power and Decision making and
the Institutional mechanisms for
the Advancement of women”
through building a sustainable partnership with the
government, the parliament and
the civil society for systematic
and methodological analysis of
gender sensitive issues.
Gender
Justice through Musahilat
Anjuman Project
UNDP has also
initiated the Gender Justice
through Musahilat Anjuman
Project with the Ministry of
Local Government activating
alternative dispute resolution
mechanism mentioned in the local
government ordinance 2001. The
project has been borne as a
result of an extensive
nationwide survey on abuse
against women, which identified
the need to activate this
community-based mechanism to
resolve disputes amicably. This
Project is a step further in
UNDP’s efforts to assist the
Government in realizing one of
the seven point agenda of the
President of Pakistan to “ensure
law and order and dispensing
speedy justice” as outlined on
17th October 1999.
The Gender programme is pursuing
this project with the aim of
ensuring that alternative
dispute resolution mechanisms
are adopted, which will ensure
third party arbitration with
particular attention to women
clientele.

in the ADP of the Department for
the fiscal year 2008-09. The
preparation of PC-1s are in
progress and after approval from
Planning & Development
