Introduction of Works & Services
Initially there was one Department namely Public
Works Department (PWD) and it consisted of
Irrigation Department, Building Department, Roads
Department and Public Health Engineering
Department. With the passage of time these
Departments started parting ways from each other
and become totally independent with separate
budget and name. Before mid sixteen, Buildings and
Roads Department (B&R) was one Department later on
it was bifurcated in two Departments each one was
headed by Chief Engineer under Secretary, C&W
Department. After Devolution Communication & Works
Department was renamed as Works & Services
Department and some of its officers were
transferred to District Government while others
were retained in the Provincial set-up. The
Education Engineering Works, which were with
Education Department before devolution, were
transferred to Works & Services Department.

Before Devolution.
Before Devolution, Communication & Works
Department was responsible for execution and
maintenance of Roads and Buildings Projects
pertaining to Government of Sindh, in entire
province except works which were executed by civic
agencies and other agencies. At that time strength

II. After Devolution.
After
Devolution, workload was partly transferred to
District Government and the strength of department

At provincial level
no group of offices from other Department have
been merged. The Education Engineering works after
re-structuring has been devolved at District level
and none of its functions have been retained at
Provincial level. The Foreign Aided Project of
Education Engineering Works under Project Director
(Education Works) is dealt by Education Department
at Provincial level.
