INTRODUCTION
As a provincial counter
part of National Commission for Child Welfare &
Development (NCCWD), Provincial Commission for Child
Welfare and Development (PCCWD) is functioning as a unit
of Social Welfare Department, Government of Sindh.
It is working in
collaboration with government departments, Unicef and
NGOs working for child welfare & protection.
OBJECTIVES
-
Working with line departments and NGO’s in promoting
child welfare activities & to establish coordination
for effective functioning.

To over see all types of child abuse cases and
suggest remedial measures.
-
Organize workshops, seminars & trainings for the
promotion, propagation and awareness of the child
rights.
-
To strengthen the associations working for the
welfare and development of children in the province
of sindh.
BRIEF OF ACTIVITIES / PROGRAMS IN SINDH
COOPERATION AND PARTNERSHIP
In all types of
activities, PCCWD present child protection policy which
is according to Convention on the Rights of the Child (CRC)
promotes the achievement of diversified partnership and
cooperation with the governmental and non-governmental
organizations.

DOST” FM RADIO PROGRAM
Achhay Dost” FM Radio
Program had on air in order to create awareness among
the children and general masses.
REVIEW
OF VAGRANCY ACT & POLICE ORDER
Provincial Commission
for Child Welfare and Development- Social Welfare
Department with the collaboration of Unicef has reviewed
the Vagrancy Act & Police Order 2002 which help to
identify the gaps and in consistencies with the
Convention on the Rights of the Child. Propose
amendments in the law which is in the best interest of
the children.
REHABILITATION PLAN FOR CHILDREN INVOLVED IN CAMEL
RACING (CICR)
Social Welfare
Provincial Commission
for Child Welfare and Development-Social Welfare
Department established the endowment fund with the
collaboration of UNICEF (UAE Government Funded) to
provide the conditional cash grant to the children
involved in camel racing (CICR) who are returned after
1st March 2005 and now permanently residing in Sindh.
The cheques have been given to the children by the
Honourable Minister for Social Welfare, Mrs.Nargis
N.D.Khan.
CHILD
PROTECTION MANAGEMENT INFORMATION SYSTEM (CPMIS)
It is a comprehensive
provincial monitoring system child protection, manage an
information database and under taken relevant research.
CPMIS is striving to
collaborate with the relevant ministries / departments,
provincial governments & civil society organizations and
UNICEF on the following thematic areas.

Family & Alternative Care

Child Trafficking
ESTABLISHMENT
OF CHILD PROTECTION UNIT (CPU)
The establishment of the
CPU is part of the mechanism intended to strengthen the
gate- keeping function at the local level by introducing
a single point of contact for families and children who
need support.
Child protection unit
will be established by the Social Welfare Department-
Provincial Commission for Child Welfare and Development-
Government of Sindh with the collaboration of the
Police, Judiciary, UNICEF, concerned Government
Departments and the partner organizations initially at
Saddar Town- Karachi.
ADVOCACY
FOR SINDH CHILD PROTECTION AUTHORITY BILL 2005
Child protection
Authority Bill 2005 was drafted in consultation with
various stakeholders and was sent to the Honourable
Chief Minister for approval and now it is under process.
TRAINING
FOR THE GOVERNMENTAL OFFICIALS ON CHILD RIGHTS AND
JUVENILE JUSTICE SYSTEM
The purpose of these
trainings is to educate and create awareness so that
procedures in dealing with minors in conflict with law
according to the juvenile justice system ordinance are
being followed.
RE-ESTABLISHMENT OF THE CHILDREN HELP LINE
Provincial Commission for Child Welfare and Development-
Social Welfare Department- Government of Sindh had
operational zed the children help line in 2007 but
unfortunately the fire engulfed in the office of the
PCCWD and everything was destroyed. Now it is going to
be restart very soon.
