1. SUBSCRIPTION AND OPERATION
REGULATION-2007
ESTABLISHMENT OF FUND:
(1)
After commencement of the Act the Foundation has
established a Fund with the assistance of Government.
(2)
The provision of Funds to the Foundation shall consist of
:-
a)
such grants as may, from time to time, be made by
Government
b)
other contribution and donations by private or public
organizations;
c)
such loans and advances as may be obtained from financial
institutions with the help of Government wherever necessary;
d)
contribution made by members from time to time;
e)
income and profits from investments from various sources;
f)
fees or other user charges;
g)
amounts received from sale or disposal of assets of the
Foundation; and
h)
all other sums received by the Foundation and income from
any other may be prescribed.
APPLICATION OF FUND:
The amount accumulated in the Fund Account would be drawn or
expended for the following purposes:
i.
Development of various residential projects initiated /
to be initiated by the Foundation at different locations;
ii.
Purchase of land at different sites;
iii.
Incur all the operational and establishment expenses for
running the affairs of the Foundation;
iv.
Refund of the subscribed amount deposited by the members
who want to discontinue their membership;
v.
Invest the surplus amount over and above the Foundation’s
requirements;
vi.
Any other expenditure of the Foundation duly approved by
the Board which may emerge in future.
2.
APPOINTMENT AND CONDITIONS OF SERVICE REGULATION, 2008
These Regulations may be called the Sindh Civil Servants Housing
Foundation (Appointment and Conditions of Service) Regulations,
2008.
Subject to the provisions of the Act, these Regulations and the
Schedule / Method of recruitment prescribed for the Foundation,
the Initial appointment to all posts in various grades be made
on the basis of examination / test or interview to be held by
the appropriate Committee after advertisement of the vacancies
in newspapers and for various appointments, a separate committee
is notified.
Following rules as amended from time to time shall apply
mutatis mutandis to the employees of the Foundation:
i)
The Sindh Removal from Service (Special Powers)
Ordinance, 2001.
ii)
The West Pakistan Government Servants (Conduct) Rules,
1996.
iii)
The Sindh Traveling Allowances Rules, 1975 as modified by
the Foundation.
iv)
The Sindh Civil Servants Leave Rules, 1981 as modified by
the Foundation.
The Board, the Chairman and the Managing Director may by general
or special order, delegate to any officer or officers of the
Foundation, any of the powers under these regulations, subject,
where necessary, to such conditions as may be specified.
The Board may in individual cases of hardship or where the
public interest so requires, and for reasons to be recorded in
writing, relax the provision of any of these Regulations. |
