National Policy Of Development & Empowerment Of Women The National Policy for Development & Empowerment of Women is the major policy guideline for the Women Development Department, which incorporates these guidelines in all it's policies, programs and projects. All project schemes are based on the following principles: Ensuring that government agencies adopt a gender sensitive approach for development in preparing needs, based on participatory and implementable programmes and projects into all sectors of development and to include the private sector as well. Developing multi-sartorial and inter disciplinary approaches for women’s development with horizontal and vertical linkages at every level. Mainstreaming gender issues through integration into all sectors of national development. Eliminating all negative social practices.

1. ESTABLISHMENT OF MEDIA CELL AT KARACHI

Objectives

Government has made various commitments ,signed conventions and charters at national and international level which  require continuous media campaign  through national and regional languages via electronic and print media by article writing  in newspapers, publication of brochures, magazines,  dramas on TV channels, documentaries etc. Women issues  will also be  raised through  workshops, discussions, seminars, conferences, and congregations with  proper media publicity. 

 

Achievements

  • Awareness raising Seminar on International Women Days , Rural Women Day and other events.
  • Articles on women issues have been got published in Newspapers.
  • Display of billboards on so logons of women issue.
    Publicity through print & electronic media has continuously been made through electronic and print media, hand outs /pamphlets etc .
  • Up date media about projects ,activities and achievements of Women Development Department though Minister Press conferences

2. ESTABLISHMENT OF WOMEN COMPLAINT CELLS

Objectives

Women Complaint Cells are providing protection to the women in distress/ crisis and will render basic legal, medical and counselling services to the needy women.

 

Present Position:

  • Five Women Complaint Cells have been established to provide legal aid/relief to the women in distress at Karachi, Hyderabad, Benazirabad , Larkana & Sukkur.
  • So more than 1500 cases have been registered with these Women Complaint Cells and most of them are resolved.

 

3. Report on Trafficking of Women in Sindh

Objective

  • The main objective of the project to know the ground realities and get correct statistics minimize and eventually eliminate women trafficking in the province. A change in the attitude of the law-enforcers is warranted i.e. to see those trafficked as victim and not as the violators of law besides other measures.

 

Achievement/ position

  • Project aims to conduct survey on women trafficking in Sindh and to formulate recommendations to eradicate such crimes.
  • Preliminary report have been given by the Consultant and the Work on case studies of Women suffered from Trafficking confined in the Karachi Prison is in progress. The final report will be published in June 2014.

4. Establishment of Working Women Hostels at Shaheed Banazirabad

Objective

The Project envisages to provide accommodation facilities to working women come from the far flung areas of the Sindh on subsidized rates, to working women to work out of the city.

 

Present position

The possession of hostel building has been taken over . The staff under the project is required to be hired to start the centre.

 

 

5. ESTABLISHMENT OF DAY CARE CENTRE AT KARACHI.

Objectives

  The scheme aims at helping and facilitating the working women by providing them relaxation and peace of mind regarding the well being of their infant / toddlers while they go to work.

Achievements

Day Care Center established at Directorates of Women Development PECHS Karachi. This Centre is providing  protection to the infants and children of working women against falling victim to negligence and accidents while being left unattended at their homes. The health and nutritional needs of children are also taken care of. 30 children are taken care off.

 

 

6. ESTABLISHMENT OF SALES AND DISPLAY RESOURCE CENTRE AT KARACHI

Objectives

The scheme aims at socio economic development of skilled women of economically backward areas of Sindh by promoting and encouraging their skills and by providing them direct access to the market without being exploited by middle man, besides bringing their skills at par with emerging trends in national and international markets.

Achievements

  • A Sales & Display Resource Center is working at State life Building no.4, near P.C Hotel Karachi; under the project District Resources Committees are formed. These Committees collect village handicrafts from women artisan.In order to promote and made better coordination with women Artisan Home based worker the Dpartment has signed a M OU with Home Net Pakistan to accelerate the process of development of the centre.

 

  • Women artisans are also invited to display their products in various exhibitions so, that they not only get financial benefit by selling their product but also that their products are recognized in national and international markets. District Resource Committees in districts require to be re-notified in order to activate the committees .

7. Implementation of Gender Reforms Action Plan ( Sindh GRAP)

Objective:

  • Creation of society where women have equal rights and can progress with men and have equal opportunities and fair play. There shall be no discrimination with any one on the basis of Gender.
  • Institutional reforms
  • Reforms in policies, budgeting and public expenditure mechanisms
  • Reforms to increase and improve women’s employment in public sector organization.
  • Reforms to improve women’s political participation.
  • Related capacity building interventions.

Capacity Building

  • Trained master trainers for training of teachers 400 in each District.
  • Training of District councilors 200 in each District
  • Training of District government Functionaries100 in each District
  • 16 types of Seminars and Research study on public and budgetary reforms.
  • Gender based survey on 5 sectors ,
  • Capacity Development Interventions 18 issues and etc.
  • The revised PC-1 approved by PDWP on 1.XII .2011 at a cost of Rs. 542.44 m. The Summary approved by CM Sindh received during August 2012. AA Issued by Finance Deptt received.
    DRO of the project is to be submitted to Finance Department for release of Funds .

8. Establishment of  Women Development Complex at Benazirabad

 

Objective

To establish a Women Development Complex for Women at Benazirabad (Nawabshah) to address the needs of women of the area through the provision of information, training and education and the development of support services centre under one roof.

Present Position

  • The possession of the building is taken over by the Department.
  • Scheme approved by DDWP in its meeting held on 30.10.2009.
  • The Plan period of the project has been completed on 30.6.2012.
  • A request for extension in plan period has been sent to P&D deptt.
  • Recruitment of staff on project posts are required to be made.

9. ADVOCACY FOR WOMEN EMPOWERMENT IN SINDH

 

Objectives

  • The project envisage to promote Women Empowerment in Sindh through.
  • i. e legal empowerment , economic empowerment. It is making higher voice to aware regarding women legal, economic & political rights & rise through training, workshops awareness campaign for the target groups including judiciary, district government, law enforcement agencies, NGO’s , CBO’s & labor laws.

Achievements

  • Seminar on the occasion of working women Day was organized on 22.12.2011.
  • Except Driver all the staff of the project are left due to non-payment of their Salaries .
  • Procurement of office equipment made.
  • EOI and proposal document (Tender Document )for Legal advocacy activities and Poverty eradication activities was opened but due to various issues tender canceled. Fresh tender for project activities going to be advertized.
  • Driver Appointed under the project has not got his salary since December 2011.

10. WOMEN DEVELOPMENT COMPLEX AT, SUKKUR

Objective

To establish a Women Development Complex for Women at Sukkur to address the needs of women of the area through the provision of information, training and education and the development of support services centre under one roof.

 

Achievements / Issue

Scheme approved during May 2011. Since the cost of the scheme was more than 100.00 million therefore, a summary moved to Chief Minister Sindh. Approved summary has been received in March 2012. Finance Department has been requested to release funds for Purchase of construction of building to Work and Services Department in May 2012 and in August 2012.

11. MEDIATION FOR WOMEN IN ALL DIVISIONAL H.Q IN SINDH THROUGH INSTITUTIONALIZED ALTERNATE DISPUTE RESOLUTION (ADR)

Objective:

  • In order to resolve the long pending cases out of court and to discourage the jirga system started project started in collaboration with KCDR Karachi centre of Dispute Resolution.
  • The KCDR identifies and collect data / cases through continuous field visits, correspondence with District courts through personal regular visits coordination with relevant District NGOs Lawyers and women complaint cells / women centers.
  • To consider and decide the deserving cases of female/juvenile prisoner (s)
  • To ensure that the Female/Juvenile Prisoner(s) may not continue to remain in Jail custody for want of payment of fine money or bail money up to Rs. 100,000/- per prisoner.
  • To ensure Legal Aid, Surety, Safety and Repatriation, Transportation arrangements and expenses on Air ticket, to the Female Prisoners and their dependent children and other necessary expenses of such Female/Juvenile Prisoner(s).
  • To ensure payment of Deeyat amount for release of such deserving Female/Juvenile Prisoner(s).

 

 

 

Achievements:-

  • During the financial year 2011-12 mediation at Sukkur , Larkana , Hyderabad and Mirpurkhas has been completed.
    More than 110 Cases were identified and collected from District Courts, out of which 52 cases has been successfully resolved and notified.
  • A training of twenty mediators from Districts Larkana , Hyderabad , Shikarpur Mirpurkhas, Ghotki, Benazirabad, Badin, Thatta, khairpur other than Karachi was organized . The trained mediator will gradually be involved in the process of mediation and would finally be included in the pool of trained mediator on the basis of their performance.
  • The Plan period of the project has been completed on 30.6.2012 . A request for extension in plan period is sent to P&D deptt.

 

12. ESTABLISHMENT OF DAY CARE CENTERS 3 (THREE) IN KARACHI AND ONE EACH AT DIVISIONAL HEAD QUARTERS IN SINDH

Objectives

The scheme aims at helping and facilitating the working women by providing them relaxation and peace of mind regarding the well being of their infant / toddlers while they go to work. 3 Day Care at Karachi and one each at and one each at divisional Head quarters in Sindh to be established.


Achievements/ Issues

  • One Day Care Centre has been opened at Karachi University but not functional.
  • Staff under the Project are required to be recruited to make the centre functional.
