The Five-Year Population Welfare Program
Sindh is an integral part of National
Population Welfare Program, which aims to
take the family planning services at
doorsteps of the people, and to ensure
quality of services with the right of
choice for small family norms.
The demographic objectives of the program
in the Five Year Plan (2003-2008) are: -
To raise the contraceptive use rate from
27.72 percent in 2002-03 to 44.78 percent
by the year 2007-2008.
To increase the number of users from 1.763
million in 2002-2003 to 2.581 million in
2007-08.
To reduce the growth rate from 2.31
percent in 2002-03 to 1.76 percent by the
end of plan period in 2007-08.
The Population Welfare Program will not
only contribute in improvement of socio
economic development of the country but
also to the health objective for reduction
in maternal and infant mortality through
birth spacing.
To achieve the above objectives the scheme
covers activities in the Province of
Sindh, which include support for
administrative infrastructure at the
Provincial, City Office Karachi, District
and Tehsil levels.
Accordingly restructured set up of Karachi
in line with other Government Departments.
The family planning information and
services will be provided through Family
Welfare Center (FWC), Mobile Service Units
(MSU), Provincial Line Departments (PLDs),
Labour, Local Government, Rural and Social
Welfare etc. Registered Medical
Practitioners (RMPs), Hakeems and
Homoeopaths.
The program will be supported by an
effective Information, Education and
Communication (IEC) activities in harmony
with national/ local cultural values. In
addition, the scheme contains provision
for logistical support. for implementation
of planned activities and strengthening of
working co-ordination with the N.G.Os and
private sector delivering services in the
field of Reproductive Health and Family
Planning.
The federal scheme will also provide
support to meet the requirement of
contraceptives, clinical and non-clinical
training of personnel, and research under
taking. In addition the services extended
through the Non Governmental Organizations
(NGOs). Target Group institutions (TGIs),
Social Marketing of Contraceptives (SMC)
and Lady Health Workers of Health
Department will also contribute to the
achievement of demographic goal of the
program in the province.
