RURAL AREAS
[Policy: Free low cost
houses to the poorest of the poor will be built on
the land where they are living
presently.]
Projects Launched:
1.
500 Houses in Badin, Thatta
and Karachi:
UNDP has awarded the work to two reputable
NGOs. Each NGO will construct about 250 houses in
different areas. The Work Yard at Thatta is
functional with three mechanized CEB machines,
which are making blocks. 35 master masons from
beneficiary villages of Thatta and Badin have
started getting training. Construction of houses
at Sandspit is likely to start by the end of
April, 2009.
Building material for all houses including
blocks, columns and entire roofs shall be
constructed centrally and then transported to the
sites. Assembling of houses may take from 10 to 15
days and will be carried out simultaneously for
most of the houses. As such actual construction of
complete houses will be begin in the last phase of
the project.

200 Houses in Districts Larkana, Khairpur,
Sukkur, Shikarpur & Jacobabad:
Cheques to 24 beneficiaries (all women)
have been issued in the presence of Community
Organizations in UC Garhi Khuda Bux Larkana.
Actual construction of houses will start shortly.
In UC Dinpur, Jacobabad, only 18 of the households
identified by elected representatives, were found
to fulfill the criteria of deserving families and
Cheques are being issued to them by
20th April, 2009. List of 40
beneficiaries from UC Their, Khairpur was received
on 9th April, 2009, all of which
fulfill the conditions and will be given cheques
by 22nd April, 2009. The beneficiaries
for UC Sangrar, Sukkur were changed by public
representatives. Out of these, 27 fulfill the
criteria and will be given cheques by
27th April, 2009.
Cheque of the first installment is issued
in the name of the beneficiary, usually the female
head of the family, in the presence of the
Community Organization, whose members guarantee
that funds will be utilized only for house
building. The mason is trained by SRSO and the
engineer of SRSO regularly monitors progress.
Successive Cheques are issued on satisfactory
inspection reports. All 200 houses shall be
completed within the stipulated time. Progress is
satisfactory.
3.
Wooden Houses Near Keti
Bunder:
The work on 43 additional houses was
delayed to examine the outcome of experimental
house built by CWHR at Ibrahim Hyderi. CWHR
has now stated that it is not yet feasible for
them to construct ferro cement houses at Keti
Bander. As such, DCO Thatta has been asked to
construct all 43 wooden houses on the same design
and cost as the pilot 10 houses.
Projects in
Pipeline:
Beneficiaries and UCs in Mirpurkhas,
Tharparkar, Sanghar, Shaheed Benazeerabad,
Nagaparkar, Hala, Matiari, Tando
Allah Yar are being finalized. Lists sent by
RSPS are being forwarded to elected
representatives.
URBAN
AREAS
[Policy: Complete
townships consisting of low cost housing,
infrastructure (Roads, sewerage etc.) and
commercial and amenity areas will be developed on
self financing basis using profit from commercial
areas to subsidize houses for the poor. Where
there is no scope for profit from commercial
properties low cost houses will be given on
installments at subsidized
rates.]
Projects Launched.

Integrated Township in
Larkana:
The statusquo is still in place. Hearing
was held on 16th April, 2009 and
Additional Advocate General, Larkana, telephoned
to PHC to clarify certain
points.
2.
CWHR
HOUSE:
Minister housing shall formally hand over
the house to the beneficiary along with media
coverage, this week.
3.
Integrated Township Scheme in Deh Nagan, Taiser
Town:
Physical survey of
the area has been conducted. Concept plan is
ready. PHC is developing this land in
phases. In the first phase, lay-out plan of 7
acres has been prepared departmentally. Thereafter
Infrastructure will be designed and work will be
awarded to developer/builders.
4.
Integrated Township
Scheme in Khairpur:
Topographic survey has been completed by
the Survey of Pakistan, Government of Pakistan.
Advertisement to engage a consulting firm has been
published in leading Newspapers. Last date for
submission of applications is 29th
April, 2009.
During survey it was observed that about
100 dwelling units exist within the land
transferred to PHC. PHC is
planning to re-develop this slum for which the
community will be mobilized and a team of PHC
visited Khairpur on 15th April,
2009.
LAND BANK
The Scrutiny Committee of Land Utilization
Department, Board of Revenue, Sindh has
recommended 28 pieces of land to be transferred to
PHC at 25 percent of the market price, located at
Karachi, Hyderabad, Nawabshah, Larkana, Khairpur,
Sukkur, Dadu, Mirpurkhas, Matiari, Ghotki,
Tharparkar and Umerkot. In the Secretaries Meeting
chaired by Chief Secretary, Sindh all DCOs
were reminded to a) complete procedural
requirements for mutation of above lands and b)
identify suitable lands in remaining districts.
