1. Establishment of Information Technology Center (ITC)
[Completed]
This Project has been
completed and all objectives have been achieved successfully and the PC-IV has
also been approved. Under this project Local Area
Network (LAN), Advance IT Training, Customized Software Applications and E-mail
facilities have been created for coordinating and monitoring. The project is
therefore, providing reliable and authenticated information to decision-makers,
administrators and planners.
The main objectives of the
project were:

To device ways and means to
bring the advancement in the Information Technology.
To facilitate the
establishment of Sindh Information Technology Board (SITB).
To provide reliable,
authenticated, fast & timely, information to decision makers, administrators and planners on research and development.
To develop Softwares for
each department’s MIS as per their needs for smooth functioning of routine work.
To Establish Local Area
Network and E-mail facilities to all Secretariat Departments in Government of Sindh.
To establish Coordination
among government departments through data sharing and data transfer.
To conduct on-job group
training and Seminars / Workshops for the awareness of the Information Technology and Computer applications.
To increase the awareness of
the critical importance of Scientific and Technological Information Systems (STIS).

To gain from and offer Data
link on strategies prompting the use of Information Technologies.
2. E-Government Pilot Project for
Government of Sindh
Under this project
E-Government system will be introduced in five designated government
departments. The major activities include; (Development of customized software
applications for each department, User’s Training for application of these
customized software, Installation of complete Local Area Network (LAN) set-up
for these departments, and Supply of requisite hardware and other peripherals.
The main objectives of the project are:

To establish Local Area
Network (LAN) for each department including field offices.
To develop Software for each
designated department’s MIS as per their needs for smooth functioning of routine work.
To device e-Government
system to bring the advancement in the routine work of government.
To provide reliable,
authenticated, fast & timely, information to decision makers, administrators and planners.
To establish Coordination
among government departments through data sharing/transfer.
To conduct on-job group
Training, Seminars / Workshops for O&M of customized applications and creating awareness of the IT and Computer applications.

To increase the awareness of
the critical importance of Scientific and Technological Information (STI).
The most important part of
this project is to reduce paper work and financial burden on stationery and
telephone calls by using the Intranet facility between Karachi, Islamabad and
other cities of Sindh and reduces its dependency on conventional mail delivery.
In addition to the above mentioned objectives, following will be the targeted
challenges to meet through this project:

3. IT Training for Sindh Government Employees [Completed]
Under this project Government
of Sindh will provide I.T Training to 15000 government employees from grade 5 to
20. These training's will be arranged at Cities, Towns of the province. The
aim of this program is to provide training to Sindh Government employees in I.T.
(Windows, MS Office, LAN, WAN). The main Objectives are:

Project will facilitate
e-Government readiness program.
Project provides office
automation training to 15000 government employees in Sindh.

IT Department, Government of
Sindh decided to launch IT Training program for employees from grade 5 to 20 at districts and provincial levels.
Description:
-
E-Government program needs
trained IT personnel.
There is a shortage of
trained manpower in Government Departments.
Existing employees need to
be trained for E-Government readiness program.
Project is jointly funded by
Federal Ministry of IT & Telecom and GOS at 75% and
-
25%
funding ratio.
Technology
Office automation course (MS
Office, E-mail and Internet) for four week is adopted. The course contents are
adopted from the previous project of Pakistan Computer Bureau (PCB). Hands on computer is basic
need of the training, besides lectures and handouts are also provided.
4. Establishment of

government would like to achieve in respect of improving services delivery to

5. Introduction of Information
Technology in District Administration in Sindh
The main objective of the
project is to collect, prepare and disseminate the district database and make
its use at district, provincial and federal levels. The project will also
devise the ways and means to bring the advancement in the routine work of
government. The project has a great impact on the introduction of e-government.
Initially Databases of all 13-district departments will be developed in its
first phase and these databases will be used through individual PCs (work
stations) at each user. These Databases will be operated / implemented through
the existing MIS applications, which are already developed through various IT
projects at Provincial and Federal levels. Later a facility of Network will be
provided in its second phase, which will facilitate exchange of information between the district head quarter and provincial head quarter and among the
users at district departments. 6. Establishment of IT Resource
Rural Community Internet Centers in Sindh
The main objective of this
project is to enhance the IT awareness among the citizens of the Province, so
that critical shortage of IT and Computer literate persons in Pakistan can be
overcome and provide quality services to the general public, students,
Government employees and other beneficiaries. The specific objectives of the
project are given as under:

To provide access to the
market and community information to local community, consumers and business community.
Actively and passively
target marketing on the net (B-2-B and B-2-C).
To obtain strategic planning
and market research.
To acquire marketing and
concept development.
To obtain technical
information.
To train educated citizen
and convert in to the IT literate.
To provide enabling
environment to local business communities to be open for national and international market.
To facilitate the citizens
in possession of the requisite public information from Government Websites through the usage of Internet services.
To create a transparent
government operating system while making the public information easily available for the end users.
To provide reliable,
authenticated, fast & timely information to general public, students, Government employees and the business community.

To create employment
opportunities for job-less graduates in the different field of computer science and Information Technology.
IT Awareness Centre 40 IT Awareness Centers shall
be established in all the districts of the province. Future Strategies: 400 IT Awareness Centers shall
be established in every Union Council, Tehsil, Town, district and cities of the province through
phase wise scheme to create IT Awareness in order to bring revolution in the
field of IT where every citizen will have the chance to get the fruit of IT
irrespective of paying capacity. Call Centre Training For
Jobless Graduates/Under-Graduates
-
The main objective of the
project is to create the skilled manpower for the rapidly growing field of Call
Centre.
To facilitate the jobless or
low paid graduates /undergraduates to learn state-of-art Call Centre
application, operation, usage and management.
To bring foreign exchange by
the establishment of off-shore Call Centre companies in Pakistan.
It will enhance and encourage
the concept of e-business and e-commerce in the private / public sector
organization.

Through this project 1000
jobless graduates / under-graduates shall be able to get the job in local as
well as International Call Centers.
7. Intranet Setup In
Sindh Government
Information Technology
department, Government of Sindh is in the process of setting up secure an
Intranet for providing internet connectivity thorough a high speed and data /
file sharing. It will provide central management, technical support helpdesk.
Provincial Government will be the main service provider with the
responsibilities including Networking and issue email addresses. All Sindh
Government departments will get the web based email services for their
employees.
The domain-based address that
is used to send electronic mail to a specified destination. E.g. "Secretary@sindhitd.gov.pk"
provides the following information. Secretary indicates Secretary (User)
Sindhitd indicates Abbreviated/full Name of the department .gov. indicates
Government Organization .pk indicates A Pakistani Organization. So, Secretary@sindhitd.gov.pk
is the email address for a user, who is an employee of government of Sindh. The
computer network has made world as global village. This is the way for acquiring
fast information or contact inside and outside the country. Within the country,
this system will make all organizations work together. There is a need to make
our nation competent with the changing world. The aim for establishing
"INTRANET" is for improving the data collection, storage, verification, its
dissemination / communication and file transfer between headquarters and field
offices without use of Internet and providing the latest information to the
users. Objectives The objectives of Intranet project to connect all Sindh
Government departments among each other with Federal Government as well as with
their field offices through a network. Initially the main service setup will be
installed at Sindh Secretariat Karachi and whenever the traffic of data and
correspondence increases, a separate server at district level will be installed
in each district. In that case, first the data will go to local server and than
it will transfer to main server at Karachi. The setup for Intranet in Sindh
Government will be divided in phases. In Phase - I, Sindh Secretariat Building
will be interconnected. In Phase - II all district office will be interconnected
through fiber optic and will be exchange information through this network. A
network belonging to an organization and its sub-departments, accessible only by
the authorized members of the organization, employees of organizations or others
with secure authentication. Hardware and Software will be implemented and
configured to protect the network from unauthorized access and intrusion into
the office's local area network from the internet. The most important part of
this project is to reduce Government's Telephone / Postal expenditure by using
the network facility between Karachi, Islamabad and other cities of Sindh.
Establishment of Video Conferencing System in Sindh:
Establishment of a Video
Conferencing System for Government of Sindh between provisional Headquarter
offices at Secretariat, Governor, Chief Minister, Chief Secretary and
Provisional Field offices of DCOs. In other words the prime objective of the
project is to establish an electronic face-to-face contact among the government
officials/bodies to increase the productivity by reducing the time, traveling
