03 Borstal Institutes in Sindh: at an estimated cost of Rs.92.6 million.                 

High Security Prison at Karachi:  Initially the cost of scheme suggested was Rs.300           million. Actual cost may come to Rs.1000 million due to additional cost of equipment.

Police Station at Mona Bau: The location is to be decided by the Federal Government.      (Rs.20 million)

 District Jail at Nawabshah: (Rs.190 million)

HIGH SECURITY ZONE

The project is envisioned to provide comprehensive security solutions based on technology, skilled manpower and organizational strength.

A Steering Committee was constituted to Monitor & supervise the entire process of establishment of High Security Zone in Karachi  and to prepare a disaster management plan to cater for any emergency in Karachi.

Expression of Interest for the establishment of High Security Zone was invited through newspapers on 12.08.2006. Sixteen companies submitted their interest. Steering Committee’s meeting held on 28.12.2006 decided to Draw a technical committee to appraise the technical and financial proposals and to appoint a Consultant to undertake detailed study of the project.

Bids were invited for appointment of Consultant. Following bidders were short listed:

City would be divided into different zones and surveillance would be carried out through technology, skilled manpower and organizational strength.

Technology: Surveillance cameras, scanners, facial recognition, thumb impression, metal detectors, mobile vehicle registration database, secure wireless channels, thermal imaging.

Skilled Manpower: Forensic experts, bomb disposal units, disaster management, riot control, canine units, mounted police units, motor bikes squad

Organizational Strength: SWAT teams, Elite police units, control rooms, integrated command structure, enabling environment.
