ACHIEVEMENTS.
• A long term development plan of the Department
envisages construction of “Tax House” where all the
provincial tax offices are housed.
• A revolving fund of Rs. 2 million has been got
allocated from Finance Department for imparting training
to the staff of this Department.
• An amount of Rs. 5 million has been got approved from
Finance Department to get modern weapons for checking
and suppressing narcotics in Sindh Province.
• Latest Property Tax Survey resulted in bringing
100,000/- new property units in the tax net, with 28%
increase in revenue collection.
• Linkage of collection of Infrastructure Cess with the
computer system of PRAL under the guidance and advice of
NAB thereby convenience to tax payers and enhancement of
collections.
• The number of 6 Computerized Branches of National Bank
of Pakistan with on- line linkage with the main computer
of Motor Registration Wing, Karachi has been enhanced to
Nine (09) and would be further increased to thirteen
(13) by the end of this month.
The computerization of Motor
Vehicle Tax has resulted in (1) considerable enhancement
in the recovery of Motor Vehicle Tax (2) minimized
chances of leakages (3) availability of secure,
comprehensive and reliable data bank of all registered
vehicles which is especially helpful for law enforcing
agencies in curbing and detecting the crimes.
• Property Tax relief(s) has been given to widows,
orphans, disabled, retired Government servants, owners
of small flats/house up to 80-Sqr. Ft. and 120
Yds; respectively.
• Linkage with Income Tax resulted in increase of
professional Tax assesses (since all Income Tax assesses
have to be Professional Tax assesses).
• Relief/Remission given to hotel industry twice in view
of 9/11 situation.
• Remission given to Cinema Industry over Entertainment
Duty.
• Personalized Irregular and Fancy Number Plates have
been come to an end and declared it a culpable offence
under Motor Registration Act.
• Besides above, there are total 7 development schemes
presently being got executed by this Department (Flag
”A”).
DETECTION OF NARCOTICS
From July 2004 to May, 2006
• 357 cases registered
• 432 accused arrested
• Detected and seized 67 Kgs Heroin, 7547 Kgs Charas, 36
Kg Opium,2186 Kgs Bhang, 1795 bottles
Foreign Liquor, 30
bottle, 972 pints PMFL & 228 tins Beer, 7854.5 liters
and 155 Cupids, 480 Liter(sprit) illicit liquor, 60
vehicles and huge quantity of arms and ammunitions.
BOTTLENECKS AND GRIDLOCKS
• Vocation of Floor in Civic Centre for Expansion of
Record Room.
• Earmarking of a Plot No. ST. 6/6-A/6B, Block 3, scheme
24 Gulistan-e-Juaher admeasuring 6542 Sqr Yds. For
construction of Excise and Taxation Head Quarters and
other offices.
• Secretariat Accommodation- Shortage and spread out.
• Extraneous influence by corrupt officials to stay on
lucrative assignments.
• Lack of coordination with other agencies pertaining to
control of narcotics.
• There is no wireless communication Network in the
excise & Taxation Department .All the offices related to
the detection of Narcotics and Excise crimes as well as
detection of M.V Tax defaulters along with vehicles are
to be connected with wireless system in the whole
province with the approximate estimated cost of Rs.5
million.
• Provision of proposed operational facilities /Funds
will help the department in overcoming the problems
being faced and will definitely ensure improved
performance and better results.
• Excise and taxation department is extremely resource
starved hence financial assistance is required from
donor agencies especially from UNDCP and USDEA.
