GOALS

Information Technology Department, Government of Sindh realizing the un-employment of the youth in the country and off course in the Province of Sindh. Through proposed program titled “Benazir Bhutto Shaheed Youth Development Program” to develop skill of the jobless-graduates for local and international job market in order to eradicate poverty and to develop the socio-economic conditions for the common citizen. Our demographics pattern indicate that it is a country with nearly 40% population below twenty years of age but no proper career counseling available to young students for career selection. Most of the students go to the IT Universities and Colleges without ascertain of their aptitude. A comprehensive policy regarding I.T. training and their consumption in domestic and global market is an imperative.

“Benazir Bhutto Shaheed Youth Development Program” is the need of the hour because the current situation of poverty, un-employment, inflation and lack of skill worker for public and private sector consumption, it is necessary for the present government to launch this type of skill development programs for economic empowerment of the youth and for socioeconomic development in the country.

At present scenario, there is a shortage of trained manpower in different fields and at different level of skills in Information Technology (IT). Pakistan Software House and Data Processing Companies are in continuous search of quality IT persons. It has been observed that the Pakistan-based IT companies are not being able to get sizeable share of overseas projects. The reasons being that all the IT projects are time specific and demand driven and the local companies are not in a position to deliver the projects in time, mostly due to the non-availability of trained manpower in the market. The IT Department through the “Benazir Bhutto Shaheed Youth Development Program” will provide the trained and skilled man-power in order to fill the gap of trained certified professionals.

In the above situation the main goal of “Benazir Bhutto Shaheed Youth Development Program” is to provide various Trainings and certification courses relating to Information Technology. IT Department observes a critical shortage of trained IT professionals in public and private sectors, and the present government feels responsibility to make appropriate action plan for providing required skilled workforce for provincial and district government departments and for private sector demand.

Information Technology Department focusing the following goals in the proposed project;

Ø  to provide trained and certified IT professionals in different fields of IT for present and future requirement and increasing their qualification as per market demand ; 

Ø  to provide new development tools and IT skills to youth for local and international job markets consumption and generate employment opportunities for trained manpower;

Ø  to provide possible induction in public and private sectors employments and also improving working efficiency, transparency and good governance. 

Ø  Earn foreign exchanges through export of surplus manpower.

IT Department strongly feels the current situation of poverty, un-employment, inflation and lack of skill worker for public and private sector consumption, it is necessary for that the present government to launch the skill development program for economic empowerment of the youth and for socioeconomic development in the country.

TARGETS

Through “Benazir Bhutto Shaheed Youth Development Program”, IT Department will meet the crucial requirement of IT skilled manpower for employment in the Public and Private Sectors.

Information Technology Department will eradicate the poverty and establish sense of country ownership through the proposed project.

These trainings will give direct benefit to the Jobless graduates in increasing their qualification as per market demand.  This will increase the public and private business efficiency and earn foreign exchanges through export of surplus manpower. E-Government model as envisaged by the IT & Telecom Division will be introduced through employment of the trained manpower in government department.

IT department believes that through the BBSYDP to develop skill of the job-graduates for local and international job market in order to eradicate poverty hence to develop the socio-economic conditions for the common citizen.

IT department has proposed to train 7000 jobless graduates / under-graduates and to provide various Trainings and certification courses relating to Information Technology for four months duration of the training of each course in order to provide the secured job opportunities in the IT sector.

The proposed project will also provide state-of-the-art IT training including communication skills, so that these efforts will contribute to the adoption of IT in the country for improving working efficiency, transparency and good governance. 

IT Induction of IT skilled manpower has been made mandatory for promotion and recruitment of government employees as mentioned in National IT Policy and required to be adopted by the Government of Sindh.

Information Technology Department through the proposed project will undertake “Requirement Analysis” through a Workshop and invite the stakeholders for generating real demand of the IT skilled professionals to be trained/ certified and employed.
